INTERPERSONAL SKILLS INCLUDING COMMUNICATION SKILL
Inter-personal communication implies face-to-face interaction involving few people (typically two) rather than large groups. This section is aimed to test the candidate’s ability to understand and manage the dynamics of social interaction. Communication skills are a function of certain psychological / attitudinal / personality traits and a sense of language. Although, as we have stressed earlier that the best way to check Inter-personal skills / Communication Skills would be in a Personal Interview or a Group Discussion. In these test formats, in order to be excellent at communication, a candidate needs to be excellent at: 
  1. Language - The language in question (Hindi for candidates taking the exam with Hindi as the medium and similarly English for candidates taking the exam with English as the medium) in terms of vocabulary, grammar, common sense, etc.
  2. Listening and comprehending – Ability to understand what is being discussed and asked. This requires attention and the rare ability to be a patient listener.
  3. Speaking – Ability to convey / speak clearly what information the candidate has in mind in response to the question asked and decide what part of the information should be conveyed to the listener with clarity.
  4. Psychological / Personality Traits – Eloquent speakers are not only good at language, listening, comprehending and speaking, but also need to be good at effectively deciding when to speak, what to speak, how to speak, how to flexibly mould what you speak according to the target audience and the rest of the rules governing dynamics of social interaction.
When these skills get tested in a written exam, the format gets changed drastically. To check your competence in Ability 1 (Language), you will get straitjacketed questions of Sentence Correction and Fill in the Blanks to test grammar, clarity of language and sense of language.To check your competence in Ability 2 & 3 (Listening, comprehending and Personality Traits) you will have to be good at understanding the information given in questions and stick to the rules for solving a particular type of question,which may test you for Sentence Completion, Para-editing, Critical Reading, Para-anagrams, Critical Reasoning, etc.

COMPREHENSION SYLLABUS
In this section, the aim will be to test how good a candidate is at fact-finding, sifting through information, interpreting text, predicting and inferring events and recognising implied meanings. In order to be good at Comprehension, a candidate must have the ability to understand the basic information given to solve a question / problem on the basis of rules.

Let’s look at an example released by UPSC:
Read the following passage and answer the given questions. Your answers should be drawn from the content of given passage only.
The economy of contemporary India is a great paradox.It is a strange combination of outstanding achievements as well as grave failures. Since independence, India has achieved remarkable progress in overcoming its economic backwardness. From being a very poor country in the 1950s and a ‘basket case’ in the mid 1960s, it has emerged as the fourth largest economy in the world (in terms of purchasing power parity). Our economy has become one of the fastest growing economies in the world. Now the country is one of the leading players in the world knowledge economy with vast intellectual capital and booming software and information technology services. While our country has joined the league of the world’s top five fastest growing economies, we are in the bottom 20 among all countries in terms of the Human Development Index. While the country is celebrating its growth rate and technological wonders, it is witnessing social contradictions and the paradox and ironies of development. Thus, there are ‘two Indias’ in contemporary India.
Q 1. Why is the Indian economy considered ‘a great paradox’?
  1. It is a leading player in information technology services with low levels of literacy.
  2. There is poverty amidst plenty in agricultural produce.
  3. It is one of the largest economies with low human development.
  4. It has scientific achievements with social contradictions.
This gives an idea about the level of language and ideas that candidates need to be comfortable with. It has fancier and more difficult language, which will be difficult to understand and when twisted questions are based upon such a paragraph, cracking the questions becomes even more difficult.
In the first go if a student reads the passage and attempts question with normal concentration, then all four choices look familiar and acceptable. Though, at a more holistic level, the question is asking - Why is the Indian economy considered ‘a great paradox’? So if we understand the structure of the paragraph, then we can see that it has been written in an argumentative style, with the author’s conclusion in the opening sentence itself, while the rest of the sentences provide propositions to support/ prove the argument. After the opening sentence, which is also the author’s conclusion, the next sentence gives the major reason why - economy of contemporary India is a great paradox- but none of the options corresponds to this sentence.

Another sentence, which further elaborates the Indian economy paradox, is the seventh sentence- While the country.......................Development Index. This is the location for the answer and it corresponds to option (c). So (c) is the best option.

SYLLABUS FOR EXAMINATION
The candidates are put through three kinds of testings to ensure that the persons selected have: 
(i) a wide range of general awareness; 
(ii) analytical ability and content retention capacity; and 
(iii) a cheerful mental disposition even under stressful conditions and some other officers like qualities. Each one of these requirements is tested respectively through:

As per the new pattern, at the Preliminary Examination stage, there will be two bjective-type question papers common for all the candidates. Both these papers will have equal weightage. The emphasis will be on testing the aptitude of the candidate for the demanding life in the civil service, and on the ethical and moral dimensions of decision-making.The new scheme will have the advantages of 
(a) testing a candidate’s decision-making skills and aptitude for the civil services; and 
(b) providing a level playing field for all the aspirants, since all the candidates will have to attempt two common objective type papers.
 

The new pattern has come into effect from Civil Services Exam, 2011. The change is effective only for the Preliminary Test, i.e., the first stage of the Civil Services Exam from 2011 onwards. The second and third stages — Civil Services Main Exam and Interview, respectively — will remain the same.
